PCIe problem.

Hi all so i recently got a new network card that connects to my mb using pcie, but for some reason whenever i turn my pc on it doesnt work so i have to turn my pc off and then unplug it and plug it back in (the card) then for some reason it seems to work. Motherboard is msi b350 pc mate. (i got this pc from my great grandad when he passed). Please someone help, ive tried both pcie slots on my mb too,
