timing issue with thunderbolt peripherals

So I've ended up with a timing issue in my current thunderbolt chain. 
I have a egpu plugged in as the first device and a lenovo thunderbolt dock as the second. 
Every time I plug in the lenovo dock, it will "remove" my gpu, as in literally tell windows to eject it (or presumably eject all thunderbolt devices).
And to uneject it, I have to disconnect the gpu and plug it in, and to do that I have to reconnect the dock after. 

The current solution is to simultaneously plug the thunderbolt cable into the laptop, and the power cable into the dock. 
This way the dock attaches first somehow and cannot tell windows to remove the gpu. 

Is there any way to disable removal of devices that are not hard drives? it is impossible to search for answers since everything is just people asking how to do it with usb drives. 

 

If not I am going to I guess add an off switch to the +12v to the pci-e socket so I can power cycle the gpu while the enclosure/tb controller stays live.
