6700xt on ebay and a new PSU is gonna be your best bet. These cards haven't been out that long, and a lot of them have sat in boxes most of their lives.    Almost all raidmax PSUs are pretty bad sorry to say. 

 

This would be your best bet:

The rest of your system is great, though if you still have the stock cooler on your 3700x, abasic $20 aftermarket cooler will probably get you way better temps with less noise and better boost clocks:
