Oh, you're doing college level stuff? Then you don't really need to blow that entire budget. A 5900x or 5800x3d from ali, 32gb of ram and a 1660 Super/Ti, 3050, 2060 or any similar Nvidia GPU should be more than enough for you.

I'm not sure which kind of CompEng course you're doing, but I've done it and not even once I had to deal with 3D software.

 

Also, you're better off looking for recommendations in other Brazilian forums instead of this one.

I currently have a 7+ years old notebook with an i7-3612QM and 16GB of RAM, using it is getting harder every day, since I am getting into heavier loads while programming, and as Modded Minecraft gets heavier.

I do not plan to get any peripherals nor have any components to use on my new computer build.
I have a 1080p 60Hz monitor, I might get a second screen on the future, possibly 1440p, anything over that is overkill for me
I plan to get at least 24GB of RAM and 1TB of NVMe

I plan to build the system in the next month or two

What exactly are your priorities, and are you ok with used stuff? If so and your main priority is ML, you could buy a 3090 from OLX.

 

Otherwise, you could go for a 5950x and a more reasonable GPU. I don't think going for a DDR5 platform at your budget is worth it, but that's up to you.

I was unsure about that since I'm on the start of the course.

I'm here more to get mostly recommendations and an idea on what to go and look for, it is good to narrow down the options.,

Then even your laptop should be more than enough for now. Once you start learning more stuff you'll actually know what you need.

Minecraft modding uses a lot of RAM, game development idk, it just crashes on my PC

Then a 5800x3d with 32gb of ram and an entry/mid level GPU ought to do it for you.

 

As for you college, unless you're in some private uni that wants to be trendy, you won't be needing/doing anything related to 3d games, nor games at all. Even most ML stuff at undergrad level should be doable with google colab.
