Hello I am making an emulation machine/maybe a small Minecraft server. I am using an old Dell XPS PC as a base. It has a Intel i7-2600 CPU, 8GB of DDR3 Memory and and a 460W PSU (it has two six pin connectors). There is a single PCIE x16 slot that i want to use for a graphics card, but I'm not sure which one to get.

The Nvidia 1050TI or maybe the 1650 seems to fall into that price segment and will be decent options. The AMD RX6400 and 6500 are also around that price, but are really not recommended unless you have PCIe gen 4.0 support

Or this. Its on Black Friday deal for $209, and better than the ones I mentioned above

A used rx 580/480 is about 100$ tops. Get a PROPER pcie 2x6pin to 8pin adapter and it will work. Make sure your rx580 of choice has a SINGLE 8pin.

As for the pc make it AT LEAST 16gb of ram you'll have to little to do what you want otherwise at the same time.

Yes.

The PCIe 4.0 thing i mentioned with regards to the RX 6400 and 6500 is because they only uses PCIe x4, in stead of x8 or the full x16, meaning they need the speed of gen 4.0 to perform to their full potential. So when running on PCIe 3.0 (which you have) they fall behind competitors.

The RX 6600 uses PCIe x8, so it will run just fine on PCIe 3.0

Ok that makes sense, so could I use something like this from ebay or would you recommend just getting it from newegg?

You can save some money buying used, but you of course runs some risk as to how it was previously used or damages and such. So i leave that up to you. The cards them selves performs pretty much the same across the different AIB brands
