This will perform much better than your list, some are low end parts, such as H610M board and PSU, but it should do just fine.

12100F outperforms 1600 by a mile, for not much more.

Cheap 2X8GB 3200MHZ RAM.

Good RX 6600 model.

Good value 512GB SSD, I personally have the 1TB version of it.

in that case the 12100 without F would be much better so you can use the iGPU to encode video.

I mean technically the GPU could still do streaming, if you want the CPU to do it, you need the non F version.
