Probably none, RTX 3090 was the first GPU to really see impact in games on PCIe 3.0 x16, and it was only 3% in the worst-case scenario (1080p ultra low), which is basically margin of error. A 3080 should be completely fine.

My RX 6800 XT is on a gen 3 riser, and 6800 XT is on par or faster than 3080 10GB (depending on resolution), there is no performance loss whatsoever. Make sure the PCIE gen is manually changed to 3.0 before putting it on the riser, either it won't POST or it POST but with glitches and slower system response.

If you use air cooler, make sure the clearance between the tower cooler and GPU is enough, I learnt this the hard way, my riser+GPU is too tall and my tower cooler is too wide, they can't fit together.

Oof, that cooler is even bigger than mine. 

Try to place your GPU vertically, and then add about 1 to 2 cm from the bottom, just estimate it basically. 

Cant know for sure without having them physically.
