Second Gpu not showing up

my second gpu will not show up in device manager and i cant update it directly my computer doesn't even seem to recognize that its even there. my board has 3 pcie lanes (that can fit gpu's) i have swapped both gpus around to each one and only the 6900xt shows up. i have double checked power connectors and that's all set, the a380 even spins its fan on boot up so it is clearly getting power. i have disabled onboard wifi just because it uses pcie 3 which isnt a direct gpu slot so it should matter but i wanted to attempt it. resize bar is also on. in my old rig the gpu works so i know its not DOA it just refuses to work on my main pc

I have solved the problem sata 5-8 and both m.2 slot 3 and 4 use the same lanes as pcie slot 4 and my bios was set to auto so everytime it booted with the arc a380 it wouldn’t have any lanes so it was just disabled, pretty much turning off those m.2s and sata immediately fixed the problem. I still don’t know why it didn’t work in the first pcie slot but the fact it works is good enough
