Windows key could be had for less than $50, just get win 10 keys because they get a free upgrade to win 11.

 

My recommendation, a bit over budget but $1100 is a bit awkward, budgeting wise. I'd suggest to hold off on the HDD purchase and have it be a future upgrade.

He might be just do some light gaming and mainly coding, in which case that build is rather OK.

Or he might do heavy gaming and editing, in which that build is horrible, but also affects the GPU choice I would've choose.

Or he just want to play AAA games without caring for RT, or care for RT, which again affects the GPU choice.

Or he plays online games more, in 1080p and wants really high fps, also affects the CPU and GPU choices.
