Games, programs or workloads that it will be used for: 3D Rendering, Motion Graphics, Gaming and Livestreaming

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 


Currently the total cost of this build is 7k but I would like to know if I could spend less at the same time maximizing the performance still

I would strongly advise not to buy an RTX 4090 right now since RX7000 is right around the corner, and the melting cables thing is well, still a thing.
