First off, why are those fan blades broken and scattered? Were you running it with a broken fan or did you break it after trying to take a look at it? Hopefully only the PSU is broken though and not the motherboard. If I were you I would immediately trash that psu and get a better one. You should test the motherboard with a different psu first. Just ask around if a friend has any to test if the rest of the pc works, then buy a new psu.
