Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

I need help finding a good rgb case and rgb cpu cooler. I'm also concerned about the stock fans that come with the case and the rpm's they run at to keep my pc cool. I had 2 sets in mind, the corsair icue 4000x and icue H115i Elite or the Fractal Design Meshify 2 RGB paired with the Fractal Design Lumen S28 RGB. If those 2 aren't good what would you recommend.

The Meshify 2 RGB & Lumen S28 RGB can use the motherboard's A-RGB lighting control. Meshify 2 RGB fan speeds can be controlled through motherboard utilities.

 

Corsair uses its own environment and I don't think the memory lighting can be sync'd with iCUE.

but the fans in the Meshify 2 RGB and on the Lumen S28 only run at 1200rpm's and thats quite low isnt it?

The case and AIO fans are 140mm with variable speed between 500rpm and 1700rpm. Airflow up to 78cfm, more than enough for decent airflow.

 

For a quiet system one ideally wants fans to run only as fast as needed to achieve acceptable cooling.

Im trying to achieve good cooling however in all my builds i have never really kept an eye on temp and have been fine. i currently have a 280mm front mounted aio and 2 140mm fans on top/back

Either of the combinations outlined in the OP should be fine. The Meshify 2 has much better Airflow than the 4000X.

Good to know and thank you. I did more research last night and found that out, especially the stock fans in the Meshify 2 compact run faster than the stock fans in the 4000x and I get +1 fan in the Meshify 2. However, the AIO cooler I wanted isn't being sold at the moment because there was a problem with the soldering within the pump causing high temps over time affecting the coolant mixture within the pump. According to Fractal their new fix/design should be out in the second week of November, just in time for Black Friday.
