Gpu abnormal memory clock + gpu voltage

Hi I have a Asus R9-270X-4GB that is acting up badly it has a bad flicker on the 2nd monitor only when adjusting the OC settings to even one over/under. It hates hdmi badly, it cuts out signal randomly. And it has insane voltage and very unstable memory clock. Things I’ve tried: 10 different cables/types, 3 different monitors in different configs, different software gpu tweak 2 & 3 and Msi afterburner, upgrading/ downgrading the bios and drivers, and 2 different systems. Is there any hope?
