Funky confusing GPU problem

I've just set up a small PC for emulating wii games ( 3570k, old 7900 series GPU etc )

 

I was doing some benchmarks, installed the latest GPU drivers and now it takes a second to speed up to full speed.

 

Not fully sure why but if anyone has any suggestions into what it could be please let me know 😄
