weird lag issue

its difficult to explain but sometimes my computer completely lags no matter what I'm doing. it starts with everything stopping for a second and the first thing to comeback very fast is keyboard then right after is monitor then a solid second after is my mouse that comes back and I was wondering what the problem could be. I'm hoping its anything but the gpu or cpu cause i cant afford to replace either right now. it is shown in the attached video when there is areound 5 seconds left or when the video is at 0:10(reddit is not helpful)
