Core clock is the minimum guaranteed clock speed.

 

Boost clock is kind of like an opportunistic and automatic overclocked. If the GPU is cool enough, it will increase its clock speed automatically. The frequency specified is the maximum it will boost.

There really isn't a core clock anymore, CPU's just run whatever is optimal for the conditions... They've become self overclocking/optimizing and the core clock speed is pretty meaningless.. But like LAwLz said "core" clock is sort of a default speed that any machine will run regardless of how bad the cooling is..... I have a, now old, 3900X and I'm not sure it's ever run it's rated speed... It's either higher or lower depending on the task..
