I have an older pc I use as a gaming pc. It’s got a 990fxa-ud3 Rev4.0, 16gb 1600mhz ddr3 ram, AMD FX 8350 and now has an EVGA 1070Ti acx 3.0 black edition. It had an EVGA 1660Ti sc ultra gaming in it. I am getting worse fps in almost all games now that I’ve switched to the 1070Ti. Why would this be happening? The game I play most is COD warzone and I can’t get above 35-45 fps with medium/low settings on the 1070Ti but with the 1660Ti I can run medium/high setting and get 60-80 fps all day long. Can someone help me here? I’m about to put the 1660Ti back in the pc.

The 1070Ti is around 3 years older than the 1660Ti. A 1660Ti is just a 2060(Ti) but with a few shader cores removed and no RT Cores AFAIK so it's more capable than the 1070Ti. Also the 1660Ti has tensor cores, so you can enjoy NVidia DLSS

Your CPU is really holding you back, and the 1070ti is like a 5% upgrade from the 1660ti...

It is bottlenecking ! clear indication,  as you have checked with both gpus.

It’s some older cooler master case, glass side panel,  venting at top front, back and bottom. All filtered. Has 3 intake 1 exhaust. Both gpus have 2 fans.

So to keep it from bottlenecking should I just switch back to the 1660ti until I do a new build here in a few months. Will include: i3-12100, asus prime b660-plus d4, 16gb of Corsair vengeance pro rgb 3200 c16 ddr4, Samsung 980 nvme m.2 500 gb for boot and os, 2tb 2.5 inch ssd for storage and 2tb hdd for backup. The 1070ti was planned to go into this one.

It doesn't matter which GPU you use, a bottleneck doesn't work like that.

Go for a 12400f, so that in the future you can keep using it for as long as you've used your FX chip (assuming you bought it new), if not longer. It's a little more expensive for a lot more power. Especially since 4 core 8 thread CPUs are reaching the "bare minimum" stage of life.
