Windows Bugging out or?

This happens randomly, but it's starting to become pretty often but whenever I click CTRL or Alt windows bugs out. Here's the full issue.

 

- I cant type in any address bar

- Right clicking and dragging is impossible unless you spam the button

 

- When I click alt it cycles through all my tabs really fast and tabs out, it's really weird.

- When I click CTRL the Start menu opens and closes really fast.

 

I know it's not my keyboard because I've unplugged it to switch to a Bluetooth keyboard, and it still happened.

Adding onto this, sometimes when I play ATS it randomly kicks me onto the main menu, and when I met it sit on the main menu it goes back onto the game. It’s completely random.
