GPU Memory question

Sorry if this question is stupid, I am not that knowledgeable about GPUs

 

So I've just noticed that when using MSI Afterburner overlay it shows that my 3080TI has 9500MHz of memory:

 

However, in specs it says 19000MHz:

 

Am I missing something here?

Yes. You’ll notice it says “effective” memory clock. That’s because, like DDR(1,2,3,4,5) RAM for PCs, the data rate of the memory is double the clock speed. So your clock should be half the “effective memory clock.” It’s perfectly normal.
