hey I need some help figuring out an issue with stuttering and general slowness with my computer. Since getting a RX 6900XT last month(Because I managed to get it for $680), I have had some issues with stuttering and frame skipping and just being slow in general. It happens pretty frequently, as in multiple times a minute, where my screen with skip a frame or stutter and I'm not sure if its because of my graphics card or if the rest of my pc isn't quite good enough or what the issue is. Just sort of need a diagnosis because if the issue persists, I am thinking about just buying a used 3090 or 3080 12gb once the market floods with miner cards in October. Here are my current pc specs:

PC Specs: 
-Ryzen 7 3700x overclocked at 4.2 GHz
-MSI B450 Tomahawk Max ATX AM4

-16GB Corsair Vengeance LPX DDR4 at 2400MHz 

-1TB barracuda 120 ssd

-2TB barracuda compute HHD 7200 RPM

-Gigabyte Radeon RX 6900 XT Gaming OC 

-Corsair iCue 4000X RGB ATX Case

-Cooler Master 750 W 80+ Watt Semi-Modular PSU

AFAIK, Ryzen likes good RAM speed. 3600MT/s is considered as the sweet spot for Ryzen. It might be becuase of that. I haven't noticed any stuttering on my system (it's an intel system tho) and I'm also running 2400MT/s RAM
