Fans that come on full blast when your computer is first turned on is fine. This is actually quite common on high end workstations and servers and is designed to protect the equipment.

 

When your computer first turns on the system does not know the current temperatures and has to scan all the sensors to find out. Until the scan is fully processed a lot of manufacturers will set it to "default to 100%" as a protective measure to prevent over heating. As the sensors are scanned and the computer can recognize the temperatures are fine it will ramp them down to where they should be. I would only worry about this if the fans do not ramp down once the computer is fully booted and stabilized.
