Random Frame Freezing

Hello ladies and gents, i'm having frame delay issue until i reach the to the point of frame freeze (don't know the exact term on that), but if I ctrl+alt+delete it restore but randomly it gives another delay and also sometimes it affects my mouse drag button and i don't know why is that happen during those frame delay that i'm experience. Any ideas how can i determine this problem and learn how to fix this issue?
