With all the news going around about gpu prices and the 40s series, I believe that soon will be the time for me to finally upgrade mine (still getting by with a gtx 960). So with that being said I have a couple questions. Firstly I'd be interested in knowing if my current pc would even be capable of running well with a higher-end gpu and if there might be any bottleneck issues (specs listed below) as I have intentions of getting a 3090. Second question was if any lower end 40 series cards would have better performance than a 3090 for around the same price or are 40 series cards just out of my league entirely. I don't really have a budget and don't mind upgrading other things. Finally, I was wondering if I'd have any issues with power consumption with just a 750w psu. Cheers.

Cpu - Ryzen 7 3700x (8 cores, 16 threads)
Mem - 32gb DDR4 3600MHz (2x16)
Psu - Corsair RM750 fully mod

Well since you're looking at a pretty high-end GPU, I'm assuming you're resolution is gonna be a minimum of 1440p, so the 3700x is still plenty fast, it's a faster version of the CPU in both new consoles.  A theoretical 4060 or discounted 3070 would be an order of magnitude faster than the 960, they aren't even really comparable.  But for all intents and purposes a 3080 or 4070 would be fine too.  BUT, the sweet spot for price/performance is always gonna be around the middle of the pack on any generation, and with how much faster even a 3050 is than what you have now, you could buy any new GPU and it would be a huge upgrrade and totally fine with the rest of your system.  Your PSU would also be good for up to a 3080, as a 750w PSU is what nVidia recommends, and the RM is a very good unit.

Thanks for your fast reply, after reading what you said I'm now seeing a 3090 might be a bit much especially considering how anything is an upgrade from my 960 lol. Thoughts on me just getting a 3070ti? Or is a normal 3070 or even 3080 more worth price/performance? I don't know too much about this stuff, I'd imagine they're all fairly 'future proof'?

The best price/performance right now in the US is the 6700xt.  It's gonna have a pretty identical framerate tot the 3070 in games for about $70 less (it was $100 less like yesterday but a sale ended).  In raw performance it or a 3070 would be about 400% faster than the 960, and in games that's gonna be an even wider gulf do to the much newer architecture, optimization, and newer rendering techniques supported:

There is no such thing as future proofing, but it's gonna be quite a while before any of these GPUs are slow.  The 3080 costas a lot more and you'd be hard pressed to really see the difference.  The 6800xt is also a step up for not that much more ($600) but I'd still call the 6700xt a better value as the biggest jump in performance is just gonna be getting off that 960.
