After turning on my pc it is rebooting 3 times at DRAM and going to post

Configuration.

Cpu: i9-9900k

Motherboard: ROG STRIX z390E

GPU: RTX 2080

First you could use a good bios update. That's the original shipped bios installed on the board.

Props for the screen shots!

As G5150 mentioned, BIOS could be an issue, but you also might check specifics of your RAM and other devices against the QVL list for your board... Some boards are really funny about RAM. Long story short, my Asus Tuf B550-PLUS randomly failed POST on a blank screen with no debug light, about once every 8-12 cold boots. DIMMs tested fine, RMA'd board, returned 'could not duplicate issue'. RAM was not QVL'd for board, swapped for RAM from QVL, no further issue. It has occasionally got confused and asked if my Blu-Ray drive and HDD might be a RAID array, but once I went through setup it hasn't asked again, even though I changed nothing.

Here's the link to the QVL for the board you referenced. Even if QVL lists your devices, RAM can still be faulty. Settings for timings and voltage could also be an issue, XMP and DOCP don't always get them right -- I had to set mine manually.

Due to the above, I've likely revised posts <30 min old, and do not think as you do.
