Okayy , So , this is an old method of locking cpu speed at it's fullest...

But newer processors have 2 types of clocking....base clocking & turbo clocking.....

with following the commands given above, my laptop's clock speed is stuck at it's base clock 2.6ghz.....
& my turbo clock speed is 3.5ghz....
So,

How do i lock my cpu at turbo clock speed?

Why do you want to lock it at turbo speed?

Do you have the thermal headroom for that? What are your temps like under load?

I'm not actually trying to be as grumpy as it seems.

I will find your mentions of Ikea or Gnome and I will /s post.

for multitasking like : streaming games & softwares that need high cpu power!

my temps are around 40-45 degrees i guess, but while streaming games , my cpu temps are around 70-80 degrees> well, the clock speed is so much inconsistent during any high end work , for that games start stuttering! audio workstation softwares can't produce clean audio in realtime for that!

Go to "edit power plan" in search bar

Under advanced power settings

scroll down to Processor power management

Set minimum processor state as 100%

Set system cooling policy as active

If this doesn't work and your cpu speed is locked at it's highest base frequency and not reaching it's turbo frequency then the only option you have is to go into your bios and disable turbo and set your cpu freq to match your max turbo and adjust voltages as necessary.
