My cousin is looking for a prebuild for 2000 cad and under he wants to play at a high resolution with good fps anyone have a good pře built he could buy?

You could just go to a nearby computer shop, pick one PC in your budget that has good specs, done.

$2000 for just the desktop, or does that include the monitor and keyboard/mouse/speakers as well?

Cyberpower and iBuyPower are some good options for prebuilts, you could also go with a premium brand like Origin PC which wouldn't get you as good of a bang for buck but the customer service is really quality
