Sometimes when I’m in a game my computer makes a sound I can only describe as: like when you first start your washing machine and it’s doing the sensing cycle. 
 

it’s a start and stop kind of sound and idk if it’s like a fan trying to start, but I screwed it on too tight? 
 

I can try to be more descriptive or take a video on my phone the next time I hear the sound of needs be

So first of, you need to check which fan/s have this issue. Is it one of the case fans or the gpu fans. Once you locate the fan/s, check for physical damage, it could be just due to age and near it's life span. Then, check your pc's temps when this happen. It's possible it's getting too hot and there's no choice but for your pc's/gpu's fans to ramp up to it's maximum rpm to cool down your pc. Depending on which fans, when it spins at it's maximum(2000-3000rpm), it's really loud, some gpu fans even reach 3300rpm.  You might want to check the fan curves as well, as instead of a slow increase of rpm, it's set to 2seconds or least and at high intervals.
