Have a problem with restart screen

Basically,I needed to restart my PC for a software change so I clicked restart but it never did!! Like it was an Infinite Restart screen. Can anyone tell me what is happening??

 

Pc-i5 11400f

Ram 8Gb 2800mhz

1050 ti OC

Msi Mobo

450 PSU

Windows 10
