No display

So basically i had some ac issues and was getting a new one put in and they told me they had to cut the power so i hurried up and turned off my pc and hit the switch on the surge protector, then after they got done i tried to turn my computer on and it wasn’t outputting a display. So i tried troubleshooting it and it’s not the monitor not the hdmi, i cleaned the ram slots and the ram stick itself, i tried booting it without the gpu by plugging it into the motherboard , reseating the cpu, and nothings working. and it’s not booting all the way into windows cause whenever i press the power button it shuts off right away. oh i also tried it with just the cpu and the motherboard and the ram and that didn’t work either

Oh a couple more things i tried flashing the bmos and it’s doing this weird thing where the monitor will turn on and then auto turn off cause it doesn’t detect a display
