very low cpu and gpu usage

 So i have my pc for about a year now and since the beginning of using it in most games i have low fps and low cpu and gpu usage 

i have an msi 3070 and i9 9900k 

 this is for example microsoft flight simulator and it stays this low for the whole time im playing 

please help

Monitor resolution and refresh rate?

Game settings?
