Don't think so, at boot even a high end GPU only needs tops 100W (that's what I observe on my 3080), and any working PSU will deliver it...

It's rather often a connection or BIOS issue, try to reseat your card, reset CMOS, test if it works on your second long PCIe slot

That's what I thought, just wanted some confirmation. I've already tried essentially every troubleshooting option (including those) and sent for a replacement yesterday. Hopefully all goes well (crossing fingers)

Does it always light up even after rebooting/restarting your system?

 

Because I have the VGA light light up when I start my PC but didn't turn on the monitor first (my monitor shuts off completely after some time and isn't in stand-by the whole time). I don't know why but it seems like if your GPU starts but it doesn't get any confirmation on an image being displayed it triggers the VGA error light to come on.  If I turn on the monitor on before booting the VGA light doesn't light up.
