Previously I upgraded to Windows 8.1 and it messed a few of my programs up, so I decided to fresh install Win8 again. I am now wanting to upgrade to Windows 8.1 and I wanted to know if I can delete the Windows.old file after transferring my files, or will I have to install all my software again?

Extra: If someone can explain to me what Windows8.1 will change in terms of file location that would be perfect!

You can delete the windows.old file after you transfer everything. All it does is take up space

Is it easy to transfer programs and files or is it easier to just reinstall them?

Windows.old only contains documents, or at least it should

If you fresh installed Windows 8 over the original 8.1 then the only thing you can extract from Windows.old is the files. Programs always have to be reinstalled unless it is a proper in-place upgrade like going from 8 to 8.1, which doesn't create a Windows.old folder.

Sorry I poorly worded the question, essentially the question is:

If I go from Win8 to Win8.1, what will I have to do in order for it to be the exact same condition as previously.

Reinstall all you problems and transfer your backed up personal files :)
