Hangs on post screen

When I turn my pc on it hangs at post screen and does nothing, I can't get into the BIOS at this point. I then turn it off using the button, and turn it on again and it boots fine, either into windows or the bios. I have turned on boot beeps and on successful boots it beeps and on the others it doesn't. I've updated my BIOS to the latest version, this hasn't fixed it. Do you think this is a motherboard/CPU issue, or SSD/Windows issue?

Asrock steel legend B450 - bios version 4.30

16gb DDR4 Kingston HyperX Fury 3000 cl 15, XMP to 3200

240gb SSD Kingston SSDnow

Nvidia 980 reference

PSU Corsair GS 700W 

couple of hard drives

Could try unplugging the computer, then taking the cmos battery out for a few minutes and then reinstall it and see if that helps.
