Want to stream

I want to stream a video just to a particular location in an encrypted format 

the distance between the 3 locations is approx 1.66 kms 

I planned on using Ubquity air fibre thing that they make as a solution but I am not able to Get Line of sight aligned 
what other methods can be used to effectively yet economically transmit data

With that range the only economical way I could see is still using wireless. Even if you can get hands on copper to fiber media converter like so, and run fiber cable between places, would be really a hassle to pull 1.8 KM worth of cable. Yes, it's possible, but it's so complicated to do so, and depending on the place but you definitely need permit to do so.

If both solution won't work much, I don't see any other way than to use your internet, and perhaps VPN tunneling (which, I saw it somewhere it's possible, but I forgot where the reference is. Others might be more experienced to explain this).
