I think its my GPU fans bcs it sounds like them, it randomly starts spinning harder for no reason because the temperature is locked at 40 C it does not move up or down which is weird, maybe the fans are tryina keep it there for some reason? Does not make sense because I know it can be higher. The GPU is GTX 770.

nvm it just went to 41 C so its probably not that but the fans still do start spinning faster sometimes. This did not happen before.

A lot of gpus these days have zero fan by default until you reach a certain temp, then they spin up. 

 

If your card is 40 at idle and the fans are set to zero at 40 and below, it's possible that every now and then the temp is reaching 41 and then the fans come on?

 

Personally, I like my fans on all the time, so I set a custom fan curve in afterburner. My fans run at 40% from 0 to 20C, and then straight line from there up to 100% at 65C.

 

It's almost certainly overkill, but it keeps idle temps around 30C or below and also keeps temps below 65C under load (normally 61C max).
