2080TI causing BSOD

So i got in a 2080ti from a friend that he want me to look at.

he try to install win10 and it just BSOD at him.

 

what i have done is just pulled the cooler, reapply "the perfect amout of" paste.

Whit neoprogramer i did backup of the FW loaded and try to dump a newer FW to the chip, it did not allow me to do so.

 

I put it in my computer whit an 1080, it did boot in to windows10 fine but soon as the card was recognized and driver loaded i got BSOD

code: PAGE_FAULT_IN_NONPAGED_AREA

WHAT FAILS: nvlddmkm.sys

 

The GPU is a:

ASUS DUAL-RTX2080TI-O11G

 

driver version: 512.95

yeah did. forced the 512. no change.
