Frame Drops after getting kills/casting abilities

For a year now I've been getting fps drops in every game. For example TF2 when I backstab a sniper I get an Immediate frame drops that lasted for 1 full second. In LoL its when I cast abilities, but haven't played it in a while so have no idea if it got even worse or not. I have made this post before and people have been saying its the polling rates being bugged in windows 11. It was not the case and I have lost my patience with this shite. 

 

Intel i7-10700F CPU 2.90GHz

NVIDIA GeForce RTX 2060

Apacer Technology GD2.1527WC.002 DDR4 (16GB DDR4 1066Mhz)

 

When the TF2 lag spike happened, I went and downloaded NZXTcam and went from there. The CPU temp was a stable 72 Degrees, and the load was from 12-14%. But when the frame drops occur, the load bar immediately sky rockets to the highest and goes to 20%. Any help is appreciated
