My friend has a HP OMEN Obelisk 875-0014, Edoras motherboard with I7 8700. Lightning hit his house and his PC wouldn't do anything. PSU was dead so we replaced it. now the CPU fan, GPU fan, & case fans all come on but nothing else. No post, no lights, no tones (don't know if this MOBO has this), no power to mouse or keyboard. MOBO is out of case on box. I'm using a known working PSU, GPU, and ram. I've pulled the CMOS battery and used the CMOS jumper. 

Still nothing but spinning fans. Is there any way to tell if it is the MOBO or processor that is bad without having another one to test it with?

without a proper way to test the parts no. replace the motherboard first as it costs less , then replace the cpu if it still isn't functional.

Thats what i thought. thank you for your help. I hate to just throw parts at a problem. If he had to buy both it would be around $300. I'm going to see if he wants to go with a AM4 MOBO and a 5600x for about the same price with better performance and still have upgrade options.

I pulled and tested his PSU, GPU, and ram in my PC along with his power cord and HDMI cable. I guess I'll have to put my glasses on and have a better look. Thank you for your help.
