I turned my PC on for the first time and the screen is say "Reboot and Select proper boot device or insert boot device and press a key". I'm obviously a new builder and I know the CPU I'm using (Ryzen 5 5600) is new and probably needs a bios update, but I've heard that a system won't even post if it's a bios update, so do I just need to install windows?

Yep. As long as anything comes up on the screen, you are good to go.
