Windows won't boot

After searching for similar problems online I found a user that said using his ram on lower frequency helped so I tried it and I got further in the installation progress. so I went back to bios and set my kit of 3200 MT to 1600 MT and clocked my CPU at base of 3GHz instead of the normal 3.5 Ghz and I was able to install and boot windows with only one crash! I have now been able to install drivers and restart. 

So I got my pc parts yesterday and started building. tested everything outside the case and to my surprise Windows booted from my old ssd. I thought not much of it and got everything into the case. 

 

Now when I boot it up it the following happens:

*Post

*Black screen with an Automatic repair text loads

*No Signal

 These three things happen on loop but the time between post and no signal varies. I can access the bios and it doesn't restart there. 

 

I have tried:

*reset bios

*boot USB with Windows install (I go to the first screen in the install process and lose signal again) 

*secure boot

*different ram seating 

*different gpu

*different monitor

*different cabel (2 hdmi, 1 dp)

small update:

after using secure erase in bios and reflashing the USB stick I have mange to sit on the windows install screen. but when I move my mouse it still crashes (tested a different mouse same thing).
