Replace thermal paste after remove and install same cooler

I dont, I used to be very anal about thermal paste but nowadays I just only replace it it if its not significantly worse than before. I used to buy a 8gram tube of mx4 every other month, nowadays it lasts me two years.

Technically yes assuming the paste was not all dried up (half way fresh). You're likely losing a bit of cooling performance, but it should be functional.

 

That being said, thermal paste is cheap, PC parts are expensive. Even if it's a couple degrees difference, the time to do it "right" is always worth it in my opinion. It doesn't take that long to clean off old paste and put some fresh paste in there. My peace of mind is worth more than that little bit of thermal paste.

It's all relative. I use Kyronaut, I assume the same "Thermal Grizzly" paste you are referring to, and I know it's not "cheap", but relative to the PC parts you are putting it on, it's cheap. Not to mention that $15 tube will still last you many applications. You aren't using much of it. I'm guessing at $15 that's the 5.55 gram one, that's quite a bit.
