Yes. Newer versions improve system stability and performance.

always unless it says it does not contain support for the CPU you plan to use.

Even though most modern boards have good protection against failure, it can still brick your board if something goes wrong (chances are VERY small). I wouldn't update unless there's an issue that could be fixed with an update or if an update adds a useful feature (like resizable bar)

If you somehow brick it you can still desolder the chip and reprogram with a cheap bios programmer like ch341a, i personally just update to the latest version unless it nukes my ocing capability (the reason why i stay on f4 rather than the current f9a on my ep45 ds4p)
