if you are streaming to a client that will support direct play of the content then yes as long as you internal network connection can handle it. So, if your pc is connected via wifi and you want to stream to a tv in 4k you need to make sure the wifi adapter in the pc/tv/access point can handle the bandwidth. If the target device does not support direct play of the content then no, it will not be able to handle 4k. The general rule of 4k and plex is that it's bettera to have a second file in 1080p rather then transcode 4k. I'm not saying that you can't there are plenty of people that do. It just takes alot of resources to do it effectively. If you plan to remote stream outside of your network plan to have to trancode, my home connection is fiber 1000up/1000down and can easly handly multiple 4k streams but the easy normally happens on the other end of the connection. Even with 5g and solid coverage that much bandwidth is touchy and may get a sudden long delay that will cause playback issues. Its all down to your specific use case. Hopefully this helps a bit.
