So I was rebuilding my work PC, which involved swapping motherboards from an X570 Tuf that was defective to an Aorus Elite Wifi, swapping from the H500 to the h510 Flow, and swapping from the Corsair h100i rgb to the nzxt kraken x63…all other components are the same. 
 

I was running stability tests on my cpu, and I noticed that when running the aida64 extreme stress test, Ryzen master showed my 3900xt never drawing more than 100 watts. I don’t understand, it’s a 105watt cpu that can draw 140+ in spikes during PBO2, but I can’t get over 100 on it? 
 

also, maybe I’m just confused from my home pc with a 5900x and my work pc with the 3900xt, but the idle temps of my 3900xt seem high. 40-50c at idle seems weird to me. Spikes at idle, sure…but fairly settled there? I know I have good mount pressure on my x63, and when I ran my stress tests, it never went over 75c…did the 3000 series have higher idles than the 5000 series?

 

Note: the Aorus board was previously in my home board with my 5900x and I had no issues getting full wattage to the cpu, so the cpu wattage quirk isn’t the motherboard…

I honestly have no clue. The 5000 series was just so much better overall, it wouldn't surprise me

I have already done the BIOS part, but I will check the power plan next—I believe it was on high performance, are you saying I need to make sure that it is the Ryzen specific High Performance?

I don't know how AIDA64 extreme stress test actually stresses the CPU, but power draw is very different depending on CPU load. Prime95 Small FFT usually gets the highest load figures from my personal experience, my 3700X, a 65W TDP CPU with PBO enabled will happily draw over 130W in Prime95, but other tasks may top out just over 100W.

 

As far as temps go: I believe the Ryzen 3000 CPUs might have the temp sensors closer to hot spots, so idle temps (and even load temps) might read higher than a Ryzen 5000 CPU dissipating the same amount of heat and using the same cooling. But for idle temps, using the correct windows power plan makes a huge difference. I posted a thread doing some tests on here some months ago, I can dig it up if you're interested.
