I imported a brand new phone however, the seals on the device were cut and taped back over with normal clean packaging tape. I checked with my local Customs who confirmed that it wasn’t them who opened it as they would have taped it back with special tape. I used a forwarding company to import it so I’m guessing that they opened it. 
 

My question is, how would I go about confirming that the device was tampered with or compromised? Additionally, should  I have any concerns (security wise) about using this device?

On the surface, sounds like you were sold a refurbished phone by a sketchy reseller. Not sure what you can do in this case -- chances are good that they would insist that you tampered with it after receiving it, and it would be your word against theirs. If this was an eBay or Amazon purchase, you may have some recourse there, but otherwise, I'm not sure what, if anything, you can do.
