There isent much you you can get for your budget a cpu like the M1 is like 700 usd

Why use mac for just phyton?

Anyway, the recipe is simple, Intel CPU + AMD gpu. preferably based on the real (old) mac configuration.

You can use Ryzen or newer Intel, but might have some problems.
