Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I'm currently planning to build a 12600k with 3070ti, I'm not planning to do any overclocking, do I need to have high static pressure fans for my aio? Because I want to use cooler master MF120 halo, and they doesn't have a good static pressure, I only like the looks of them. The only RGB fans that have good static pressure that I can find here is the corsair ml120 fans, and lian li uni fan, but they cost really expensive in my contry. I still want my fans to have rgb on them, does it worth the extra money to get the corsair or lian li?

If you replace the fans on an AIO with models that have lower static pressure you will impair the cooling performance of the AIO.

 

You might consider using an i5-12600 with an H670 or B660 motherboard and an ARCTIC Freezer 34 eSports DUO or similar cpu cooler. This would allow you to use the desired case fans.
