You got that notification as the Post was originally posted in the Tech News forum section and subsequently moved to the Test Post section by moderators. This is likely because you probably follow the Tech News section of the forum.

Not to be notified of someone else's test post

That's not intentional, thanks for reporting. I've cleared the notice in the Tech News section that a thread was moved to the test post section and cleared the notification for it. Should be gone from your notification list now.
