I built a new pc yesterday and it has been working fine. I left it on for a while and when I got home it was still working fine. I turned it off and later tried to turn it on again and only the cpu, psu, and case fans spun up. No gpu fans, video output, or rgb. I couldn't turn it off with the power button so I flipped the switch on the psu. I just tried to turn it on again and it did the same thing. While off I tried unplugging the gpu completely and removing and putting back in the motherboard battery.

have you tried one of the other PCIe slots on the board?

The PSU has multiple "VGA" modular plugs, have you swapped PSU cables and ports on the PSU to the card?

not being able to turn off the system with the power button is odd, most motherboards will power off the system when you hold it down for a few seconds. Just clicking it won't turn the system off.

I tried this but it was unsuccessful.

you may have a dead card, it's the only component not powering on and you've swapped to another power source. Probably best to send it in for RMA, this happens a lot on brand new hardware recently as manufacturers try to keep up with demand.
