GPU loud when doing nothing

So I was having my 2080 Ti for more than a year now and everything worked fine, but lately my gpu started to be loud when it's just around 30-40c I even removed dust from it but still nothing changed. I don't use MSI Afterburner and I can confirm that the noise is coming from my GPU. I found on the internet that I need to uninstall drivers but I'm not sure about that so I came to ask for your help. Note: when I play videogames with high graphics it won't make that sound which is weird, it's like the gpu is crying that I will play something so it will get a lot of work.

what drivers do I need to check? also I'm just not really using afterburner

download Geforce experience and it will direct you to the drivers you need to install

I have it already and I update the drivers using it

It sounds like the fan curve is being controlled then by another software. That would be the only reason I would think its being so loud. Install any new software when this started? MSI afterburner might solve this as well. You can just use it to set a fan curve. You don't have to overclock it or anything else.

I believe he said fans are ramping up so I am going to assume its fans. Also could a card develop coil whine? I never had that before. Either it did or it didn't when you got it? Now Im curious

How about settings it as the default curve?
